Whoer VPN Review 2024: Before You Buy, Is It Worth It?

It also advertises its services as a prominent option to access streaming platforms while traveling abroad. I wanted to see if Whoer VPN was going to deliver on its promises, so I decided to test it out.

Nevertheless, it didn’t quite meet expectations in critical areas like streaming performance and speed. Despite these drawbacks, the VPN stood out for its specialized protocols, making it easier to access the internet in restricted regions like China. Despite Whoer VPN’s claims of allowing access to major streaming platforms, its performance fell short. I was only able to consistently unblock my Netflix US library. While I could also unblock Disney+, my streaming experience was far from optimal. Other streaming platforms like Hulu and HBO Max wouldn’t even grant me access.

If you plan to travel outside of your region and need a VPN to access your local streaming services, Whoer VPN may not be the most suitable choice for you. In addition to its limited streaming capabilities, Whoer VPN does not provide sufficient speed to stream content without experiencing delays and buffering issues.

Netflix, Disney+: Unblocked

I was able to access my Netflix library instantly with Whoer VPN. I streamed multiple shows for long periods but was interrupted periodically by slight buffering. While it did buffer, I was pleased that I could stream any US Netflix show in high definition.

Whoer VPN also works with other Netflix libraries such as the UK, Canada, the Netherlands and many more. However, you can expect some lag, and on extreme occasions, your internet connection may be halted abruptly as the connection to the VPN network gets lost (if the kill switch feature is enabled).

Unlike Netflix, Disney+ was more difficult to access. My first attempt at visiting the site enabled me to view the homepage, but I was unable to log in. It took me several attempts to log in and it streamed in good quality, but it was constantly buffering.

Hulu, HBO Max, Amazon Prime Video, BBC iPlayer: Blocked

Hulu detected that I was connected to a VPN. This remained the case even when I switched servers or opted for the proxy feature. Just like Hulu, Amazon Prime Video picked up that I was using a VPN.

HBO Max refused to connect. The 404 error revealed that HBO Max was having trouble reaching my account. However, when I disconnected from Whoer VPN, I was able to access my account easily.

Whoer VPN also cannot unblock content on UK streaming platforms such as BBC iPlayer, Channel 4 and ITV, among others.

Whoer VPN likely won’t be comprehensive enough to handle all of your streaming needs. Even in cases when it could stream, you would have to bear with constant interruptions to your connection. Suitable for Average Tasks

Whoer VPN isn’t a fast VPN, making it only suitable for more lightweight tasks like web browsing. My internet speed plummeted when I connected to any of Whoer VPN’s servers. I found that it took longer to run certain programs and applications at such slow speeds.

Whoer VPN presents certain enhancements by introducing UDP servers into its service. UDP servers, recognized for their swifter performance compared to TCP servers – the default protocol for all Whoer VPN servers unless deactivated – led to an average connection time of around 6 seconds. Nevertheless, despite the utilization of this expedited protocol, my speeds remained below the expected norm.

Speed Test Results

I ran speed tests on several Whoer VPN servers multiple times to determine how much my speed declined. Before running speed tests on the servers, I tested my base speed which was 32.17 Mbps. When I connected to the Los Angeles server in the US, I was unimpressed that my speed decreased by more than 65%, even when I switched to UDP.

The UK server offered better speeds than the US server running at a download speed of 13.87 Mbps. I got similar speeds with the servers in France and the Netherlands. Also, those using the free Whoer VPN plan with the sole Netherlands server will be left with no more than 1Mbps until you upgrade.

ExpressVPN ranks at the top of my list of the fastest VPNs. I experienced no significant speed reductions during my tests, not even in the most distant locations. Contrary to expectations, speeds generally dropped by just a few percent.

Speed determines how fast content uploads, so if you're torrenting or streaming, you want the speed to be somewhat identical to your regular internet speed. The server base of Whoer VPN is very limited. This was a significant problem for me when I tried to switch my servers to suit my browsing requirements. Even on its premium plan, Whoer VPN only lets me access 21 countries. A majority of those countries are located in the continents of Europe, Asia, and North America.

Europe has the largest server count featuring countries like the UK, Sweden, Latvia, Poland, Germany, Netherlands, France, Spain, Italy, Romania, Switzerland, and Russia. The list is closely followed by locations in Asia like Japan, Hong Kong, and Thailand. The Americas are only represented by two countries — Canada and the US.

Security — Average Security Mechanisms, but Not Enough

Whoer VPN offers incredibly secure encryption, so it’s a great choice if you need a VPN that won’t let you down. Whether you use the free version or the paid plans, there is an abundance of security features to keep you safe.

Here is a detailed description of each of Whoer’s security features:

  • Reliable encryption – Whoer VPN runs the conventional 256-bit encryption and the AES 2048-bit encryption algorithm. This encryption level guarantees that your data will be as protected as possible, given that this same protocol is used by institutions like banks and government agencies.
  • Multi-protocol options – The VPN also offers multi-protocols like the L2TP, SSTP, PPTP, and OpenVPN to enhance the security configurations across a wide range of devices.

I ran multiple leak tests on IPleak.net to determine if Whoer VPN would protect my IP address, and I noticed the results only showed the IPv4 and IPv6 servers I was connected to. My DNS information was also concealed.

While Whoer VPN is a high-end service in terms of security features, there is still plenty of room for improvement. Whoer VPN does not have an ad blocker on any of the plans, and it does not offer a split-tunneling feature that would allow you to pick and choose which sites and applications could run unhindered by the VPN.

Privacy — Keeps Minimal Logs

Whoer VPN is owned by WHOIX Ltd, a Cyprus-based company that has detailed its no-logs policy on its site. Cyprus is a jurisdiction outside of the 5/19/14 Eyes Alliance, which means that it is unlikely that the company would be compelled by the government to release information about its users.

Some of the basic details that Whoer keeps about its users include email addresses, license keys, subscription renewal dates, and OS versions. No details about user IP addresses, sites visited, or other sensitive details are kept.

Whoer VPN keeps minimal logs to enhance its service

I did notice that the Whoer app on my Windows keeps a log file of my connection status. If you find this suspicious, you can periodically clear the log file. Even though this privacy policy is robust, it lacks the peace of mind of an independent audit by third parties. You should opt for ExpressVPN if you are seeking a VPN that has been independently audited along with a robust no-logs policy.

Torrenting — Only on 3 Servers

I found that Whoer VPN has limited torrenting support compared to other top options. I was able to download files from one of the P2P servers, but it took a long time and required some complicated setup. The 700MB copyright-free file took 40 minutes to download and would pause at intervals.

Only three servers favor torrenting on Whoer VPN — Russia, Ukraine, and the Netherlands. Despite having designated servers for torrenting, the performance isn’t satisfactory. This makes it difficult to recommend Whoer VPN for torrenting.

Does Whoer VPN Work in China? Yes! On SSTP and L2TP Protocols

Owing to the availability of multiple protocols on Whoer VPN, you can use the VPN in China by leveraging the SSTP and L2TP protocols.

I contacted customer support, as I was not in China when writing this review, and their representative confirmed that the VPN could be used in China under the aforementioned protocols. The customer service representative also provided me with instructions as to how to complete the setup process. Just note that you have to download, install, and subscribe to a plan before traveling to any censorship-heavy area such as China.

Simultaneous Device Connections — One Account for 5 Devices

Opting for a Whoer VPN plan grants shared connectivity with up to 5 devices. A VPN that offers a limit of 5 devices per subscribed account isn’t ideal for comprehensive coverage. You’d have to create more accounts or simply opt for another VPN to secure any additional devices.

Your internet speed might be affected if all 5 of your devices are connected at once. My internet speed declined when I connected both of my Windows devices, an android tablet, and an iPhone, all at once to Whoer VPN. The bearable limit for me to still enjoy smooth internet speed was connecting to my mobile and one PC. Anything beyond that resulted in reduced speeds. This experience was disappointing because I could simultaneously connect to 7 devices using CyberGhost without having to sacrifice speed.

Device Compatibility — Suitable for Multiple Devices

Whoer VPN has native apps for Windows, macOS, iOS, and Android devices — all of which I find pretty impressive. Just like some of the best VPNs for Windows, you have to download Whoer VPN on your Windows devices directly from the website. You can also download Whoer VPN plug-ins for browsers like Chrome, Firefox, Opera, and Yandex. The major difference between the device apps and the browser extensions is that the latter function as proxy connections instead of a complete VPN service.

Moreover, you can manually configure your routers to enable Whoer via OpenVPN. The process to get this done might appear quite complex for beginners, but Whoer has a very helpful guide on its site to get you started. Just be sure to reach out and confirm that your router is supported, as it is possible to damage equipment if it isn’t compatible.

I easily installed Whoer VPN on my Windows and Android devices. The installation process for Windows, macOS, Android, and iOS is automatic. The app interface on Windows and other devices is pretty straightforward to navigate, so I had no problems working with it. The same went for the VPN proxy extensions on browsers.

There are a lot of features that make Whoer VPN worthwhile for cybersecurity, however, these qualities are burdened by poor speeds and limited streaming options. Whoer VPN performed well in terms of security, even if it has yet to be independently audited.
